Raleigh, NC: backyard pod and shed permit line
Raleigh has no size exemption at all. The 12 ft test only decides which permit you file: a zoning permit when the building is under 12 ft in length, width and height, a building permit when any one of those is over 12 ft.

Pod sizes against this line
No pod in this set is exempt here, because the city requires a permit at every size. Sizes with a 14, 16 or 20 ft side point to a building permit under the 12 ft test. Sizes of 12 ft or less on both sides point to a zoning permit, as long as the height is also under 12 ft; no maker here publishes outside height. Autonomous does not publish outside width or length either.
23 of the 36 sizes have a side over 12 ft.
Second check
shedpermitguide.pages.dev Wake County page also says Raleigh differs from the county (title read only).
This page repeats the published rule and does the arithmetic on published sizes. Zoning, HOA rules and setbacks can still block a building the permit rule allows. Ask the office above before you order.
